About Rosa-Luxemburg-Stiftung
The Rosa-Luxemburg-Stiftung (RLS) is a German political foundation affiliated with Die Linke, promoting democratic socialism through education and critical engagement. Since 1990, it has advanced internationalist, anti-capitalist, and emancipatory ideals rooted in the workers’, women’s, anti-fascist, and anti-racist movements. RLS works globally to foster reflection, analysis, and alternatives for just and transformative social change.
Background
The Brussels Office of the Rosa-Luxemburg-Stiftung has been working with political actors and movements at the intersection of organising and technology for many years. To inform the programming and strategic direction of our ongoing work in this area, we are launching an online survey to explore the practices, challenges, needs, and visions of parties, movements, trade unions, and grassroots initiatives engaged in tech-supported organising.
The growing integration of digital tools into collective organising practices brings new challenges at the intersection of political participation, digital technology, and democratic innovation. Across movements, digital strategy has become a vital component of how we organise, build power, and make democratic decisions. Yet while digital tools offer new possibilities, they also raise strategic, ethical, and organisational questions that require collective reflection.
This project seeks to support that reflection by connecting practical experiences with shared learning across the left. By collecting and analysing data from diverse organising actors across, it aims to generate empirical insights that inform practice-oriented understandings of how digital tools are shaping collective action today.
We now invite proposals from individuals or teams to support us through the following scope of work.
Scope of Work
The successful applicant(s) will be responsible for:
- Survey Data Analysis
- Carrying out qualitative and quantitative analysis of responses collected through an ongoing online survey.
- Synthesising insights from both closed questions and open-ended responses, including thematic analysis.
- Identifying needs, gaps, and opportunities in current organising practices using technology.
- Internal Strategic Report
- Producing a comprehensive internal report synthesising the findings of the survey.
- Delivering insights and recommendations to directly inform the design and programming of the autumn event (presentation to event organising team).
- Participating in an online debrief with the organising team following the submission of the report to present and discuss key findings and recommendations.
- Optional: Presenting a paper based on the survey analysis at the autumn event.
- Autumn 2025 Event Evaluation
- Developing an evaluation framework based on the strategic aims set out in the report.
- Conducting evaluation during the event (potentially with parallel sessions), in-person attendance required.
- Compiling an event evaluation report with findings and recommendations.
- Participating in an online debrief with the organising team after the autumn event to discuss outcomes, evaluation findings, and implications for future planning.
- Feedback and Quality Management Tools
- Designing feedback collection methods for the event (e.g. surveys, focus groups, interviews).
- Ensuring feedback tools support ongoing quality management and monitoring of long-term project outcomes.
- Optional discussion meeting to support integration of feedback into future planning, if needed.
Eligibility
- Individuals, duos or teams with strong, demonstrable experience in:
- Research and data analysis (especially in movement-building, community organising or digital campaigning contexts).
- Event evaluation and/or participatory research.
- Strategy development and organisational learning.
- Tandem applications are encouraged, especially to enable comprehensive evaluation coverage during sessions happening in parallel.

The selected applicant(s) will be expected to deliver:
- Survey analysis & report (August–September 2025)
- Interim internal presentation of report (September 2025)
- Feedback and quality management tools (October 2025)
- Autumn 2025 event evaluation report (December 2025)

Event details
- Autumn 2025: exact date to be determined, Friday evening to Sunday afternoon, 50–70 participants.
Survey details
The online survey targets 80–100 organisations engaged in community organising, digital mobilisation, and political action. It explores their practices, challenges, and visions related to technology-supported organising.
- Expected response rate: ~40% (with a possibility for higher engagement through open participation and follow-up).
- Estimated responses: 40–60.
- Estimated completion time for respondents: 15–25 minutes.
- Survey format: A mix of multiple choice, Likert-scale, and open-ended questions covering areas such as digital tool usage, organisational needs, and political strategy.
- Analytical scope: Both quantitative and qualitative analysis will be required, including thematic coding of open responses.
Budget
Please include a proposed budget (inclusive of all fees, taxes, and expenses).
Selection criteria:
- Cost-effectiveness/price (50%)
- Suitability of the proposal (25%)
- Relevant experience (25%).
