The steel of the future is green steel. In order to achieve climate neutrality by 2045, the German steel industry must completely replace almost 70 per cent of its production facilities within two decades. Germany is the largest steel producer in Europe and the seventh largest in the world. 90,000 people work in the German steel industry. 330,000 workers are directly employed in the European steel industry, and 2.67 million employees work in the steel industry and in jobs linked to it. The steel sector is therefore significant in terms of the number of jobs, its role in industrial production and also in the necessary socio-ecological transformation. But how can the transition to green steel production succeed? Salzgitter is planning to start regular production of steel using hydrogen-based technology from 2025. However, the steel will only be green once the hydrogen used has been produced using renewable energies. How can we ensure this? And how are the discussions on renewables and the necessary infrastructure for hydrogen going in other European countries that also produce steel – such as France, Italy and Spain? How do we deal with the necessary reskilling and upskilling of workers? And what conditions do we want to demand when subsidies flow? What role does the public sector play as a shareholder – the state of Lower Saxony owns 26.5 per cent of the shares in Salzgitter AG. How can the necessary socio-ecological transformation be financed if, at the same time, the debt rules are being adhered to both in Germany and at European level? How can the trade unions become a driver of the transformation? And what role does co-determination play here?

L’acier de l’avenir est l’acier vert. Pour atteindre la neutralité climatique d’ici 2045, l’industrie sidérurgique allemande doit remplacer complètement près de 70% de ses installations de production en l’espace de deux décennies. L’Allemagne est le plus grand producteur d’acier européen et le septième au monde. 90.000 personnes travaillent dans l’industrie sidérurgique allemande. 330.000 ouvriers* sont directement employés dans l’industrie sidérurgique européenne et 2,67 millions de personnes travaillent dans l’industrie sidérurgique et dans son environnement. Le secteur de l’acier est donc important, tant par le nombre d’emplois qu’il génère que par son rôle dans la production industrielle et dans la nécessaire transformation socio-écologique. Mais comment réussir la transformation vers une production d’acier verte ? À partir de 2025, Salzgitter prévoit de lancer la production régulière d’acier à base d’hydrogène. Mais l’acier ne sera vert que lorsque l’hydrogène utilisé aura été produit à partir d’énergies renouvelables. Comment pouvons-nous nous en assurer ? Et comment se déroulent les discussions sur les énergies renouvelables et l’infrastructure nécessaire pour l’hydrogène dans d’autres pays européens qui produisent également de l’acier – comme la France, l’Italie et l’Espagne ? Comment répondre aux besoins de formation continue ? Et quelles conditions voulons-nous exiger lorsque des subventions sont accordées ? Quel est le rôle des pouvoirs publics en tant qu’actionnaires – le Land de Basse-Saxe possède 26,5 pour cent des parts de Salzgitter AG. Comment la transformation socio-écologique nécessaire peut-elle être financée alors que, dans le même temps, le frein à l’endettement est maintenu tant en Allemagne qu’au niveau européen ? Et comment les syndicats peuvent-ils devenir les moteurs de cette transformation ? Et quel est le rôle de la cogestion dans ce contexte ?

El acero del futuro es el acero verde. Para lograr la neutralidad climática en 2045, la industria siderúrgica alemana deberá sustituir por completo casi el 70% de sus instalaciones de producción en un plazo de dos décadas. Alemania es el mayor productor de acero de Europa y el séptimo del mundo. 90.000 personas trabajan en la industria siderúrgica alemana. 330.000 trabajadores están empleados directamente en la industria siderúrgica europea, y 2,67 millones de empleados trabajan en la industria siderúrgica y su entorno. Por tanto, el sector siderúrgico es importante por el número de puestos de trabajo, por su papel en la producción industrial y también por la necesaria transformación socioecológica. Pero, ¿cómo puede tener éxito la transición a la producción de acero ecológico? Salzgitter tiene previsto iniciar la producción regular de acero con tecnología basada en el hidrógeno a partir de 2025. Sin embargo, el acero sólo será ecológico si el hidrógeno utilizado se produce utilizando energías renovables. ¿Cómo podemos garantizarlo? ¿Y cómo avanzan los debates sobre las energías renovables y la infraestructura necesaria para el hidrógeno en otros países europeos que también producen acero, como Francia, Italia y España? ¿Cómo satisfacer la necesidad de más formación? ¿Y qué condiciones queremos exigir cuando se concedan subvenciones? ¿Qué papel desempeña el sector público como accionista? El Estado de Baja Sajonia posee el 26,5% de las acciones de Salzgitter AG. ¿Cómo puede financiarse la necesaria transformación socioecológica si, al mismo tiempo, se mantiene el freno de la deuda tanto en Alemania como a escala europea? ¿Y cómo pueden los sindicatos convertirse en motor de la transformación? ¿Y qué papel desempeña aquí la cogestión?
